I'm really kicking myself for not reading the plaque that described this piece of art (there was a plaque somewhere, wasn't there?) but I'm betting it's a mechanical, sundial-clock. I think the base traverses the perimiter, making one full trip every 12 or 24 hours.

The little park area was very Zen-y.
